The government shutdown showdown in October and November revolved around health care costs, specifically the enhanced Obamacare subsidies that are set to expire at the end of this year. If they lapse, over 20 million Americans will see their insurance premiums skyrocket. Senate Democrats and Republicans had different plans to address the looming expiration of the enhanced premium tax credits in dueling bills, but ultimately, neither passed in the Senate.
